I need someone to se up one Vista Ultimate machine as a proxy server on a fixed IPaddress and configure a laptop (vista/XP or windows 7) to access URLs via the proxy server through UMTS/mobile broadband regardless of geographic location.

Not sure whatI I can swap other than cash/ photos (commercial or portrait) and a a jolly good reference.
