Property Services Manager
To provide an integrated and cost-effective maintenance and investment service to the association and its tenants, including the development of the necessary stock condition information framework to underpin the association’s planned investment programmes. To oversee the response repairs service and planned investment programmes and to monitor the performance of contractors. To provide technical support and advice to housing managers and the development department.
1 To ensure the delivery of a cost-effective service to our tenants including response and planned maintenance, voids and major investment programmes, including contract management and monitoring of the service.
2 To ensure that the response repairs service meets Housing Corporation requirements in terms of response times and tenant satisfaction.
3 To plan and oversee the programme of stock condition surveys, including statutory inspection regimes and SAP ratings, to analyse the findings and to develop a stock condition information framework. To prepare and deliver planned investment programmes.
4 To prepare, agree and manage a range of budgets associated with this post.
5 To develop and maintain strong working relationship links with a range of contractors. To review regularly the list of contractors and the means by which the association procures maintenance and investment works.
6 To prepare specifications of work, estimate costs, prepare and let tenders and contract documentation. To administer contracts and to review and authorise invoices.
7 To recruit, manage, appraise and develop staff effectively.
8 To plan, manage and review the work of the staff team in line with the association’s business needs.
9 To review and develop the maintenance service ensuring that new legislative and health and safety requirements are incorporated.
10 In conjunction with the IT section, to develop and maintain manual and computerised record systems within the department. To ensure that timely and comprehensive reports are prepared for the Director of Housing Services and prepare appropriate information for the Director of Housing Services to take to the Housing Management Committee.
11 To work in conjunction with the Director of Housing Services to fulfil the necessary reporting requirements.
12 To provide technical and other relevant input to the association’s development programme. To support and develop effective administrative links between development and maintenance.
13 To contribute to the review and development of policies and procedures related to maintenance.
14 To contribute to the delivery of the association’s continuous improvement programme, asset management strategy and sustainability policy.
