Housing and Service Manager
JOB DESCRIPTION
Position: Housing and Support Manager
Job Purpose
To ensure that both housing and enhanced support programmes are delivered to clients
in ways which:
• Implement the Project’s objectives of enabling young people in the Stroud area to develop, become contributing adults in the community and achieve their potential.
• Achieve /exceed Key performance criteria and are financially sustainable.
• Incorporate whole person development principles in line with the charity’s values and mission.
To take an active role in the overall direction of the further development of the Foyer’s Housing, as a member of the PIP Management Executive and the Foyer Partners Group, ensuring that it meets its objective of a good standard of accommodation and support for homeless or inappropriately housed young people from the Stroud area. To liaise with, and be proactive in maintaining good relations with the PIP’s strategic and consortium partners, e.g Gloucestershire Supporting People, Housing Associations such as Knightstone, Ridgeway, Gloucester Youth and Stroud District Council departments.
To implement an Action Plan approach, which is outcome focused, to the personal development of service users, in conjunction with the Education Manager.
To contribute as a member of the Executive Team to the development of the Charity’s aims and objectives and the maintenance of its core values and culture.
Key Areas of Responsibility Service Provision 1. To liaise with Stroud District Council, Social services and other referral
frameworks in order to identify and prioritise potential clients.
2. To oversee the acceptance or refusal of applicants.
3. To ensure licence agreements are issued and to maintain good practice in the ongoing management of tenancies.
4. To negotiate and agree, in conjunction with the Executive, contracts for EST support programmes and ensure individual risk assessments, support plans and accommodation are in place prior to arrival of service users.
5. To ensure all funder-related success criteria are achieved and that contracts
entered into are financially sustainable. To ensure completion of all monitoring
forms required by partner agencies, using electronic media as appropriate.
6. To ensure appropriate systems for collecting rent and other resident payments
are in place and working effectively and that appropriate records are maintained.
7. To take responsibility for the maintenance and security of the housing by ensuring the reporting of all repairs and maintenance matters as appropriate and that all resulting works are carried out satisfactorily.
8. To ensure all policies and procedures are fully adhered to and that breaches of tenancy are dealt with in accordance with appropriate procedures. To authorise eviction where appropriate.
9. To keep the S.T.W. Trustees and strategic partners informed of performance through regular written reports.
10. To ensure delivery of a comprehensive service to residents on matters such as
claiming benefits, budgeting, cooking, personal health care etc., including
personal support, e.g. accessing counselling as needed.
11. To stimulate and support residents in obtaining and sustaining training or employment. To develop an environment that supports a Whole Person
Development approach. This to be undertaken in partnership with the P.I.P.
Education Manager. 12. To encourage local community interest in the project and promote a positive
image of the project. 13. To oversee the assessment of each resident for appropriate move-on
accommodation, working with the most appropriate agencies to help the
residents move on from the project.
14. To develop and implement methods for tenant participation to include
involvement in all aspects of the service that tenants receive, including
consultation on policy and procedures. Conduct residents meetings and prepare
minutes
15. To keep up to date with developments in legislation, policy and best practice and
note implications for the service. To ensure staff are regularly updated on these
matters
Financial Management
16. To agree with the Foyer Director and the Finance and Administration Manager annual cost budgets for the Housing and Support activity within the project. To
monitor actual expenditure against budget, taking corrective action as necessary to keep within budget. To report as required to the Foyer Director.
Staff Management
17. To act as immediate line manager to Housing and EST Team leaders. To manage the recruitment of staff and to be responsible for ensuring the induction, supervision, appraisal, training, discipline and performance of Housing and EST team members is managed effectively by team leaders.
Person Specification
ATTRIBUTE ESSENTIAL DESIRABLE
JOB KNOWLEDGE
AND EXPERIENCE Experience of management roles.
Experience of working in the field of supported housing including knowledge of tenancy procedures.
Experience of working with disadvantaged people.
Practical experience of staff supervision and performance management.
Experience of Quality frameworks in Supported Housing
Wide variety of life experience.
Awareness of Health and Safety Issues. Management experience in a voluntary sector setting.
JOB SKILLS Ability to relate to and build rapport with young and disadvantaged people.
Good communicator – caring, listening.
Ability to effectively administer:
Housing management, support management, budgeting and financial management
Ability to encourage and motivate staff
Competence with modern communication methods, including email and internet, written and oral.
Organisation and prioritisation skills.
